I have written a timetable file converter for SimSig, allowing you to write timetables in text form and then convert them to SimSig's internal format. You can download version 2.27 (it only runs on Windows) or read the manual. There is also a tutorial on building a timetable.
The formal file format for SimSig timetable files is now available.
