Footnote 181 seems to be intended to explain, but I find it even more baffling than the function specification. It is also very unclear how it should be handled by 7.9.1 Type-generic macros paragraph 5. If this function isn't critical, I suggest scrapping it entirely. If this is not done, it needs to be excluded from the list of type-generic macros in 7.9.1.
