Title: Ambiguity in specification of FP_FAST_FMA


Detailed description:

Paragraph 7 implies that FP_FAST_FMA should not be set if fma(x,y,z) is
significantly faster than x*y+z!  I suggest changing "about as fast" to
"about as fast or faster".
