Detailed description:

Paragraph 1 is ambiguous, because there are two standard (i.e. 
mathematical) definitions of the fractional part of negative numbers.  I
suggest changing the wording to:

    ..., the fractional part is discarded (i.e. the number is truncated
    towards zero.)
