The answer given in the C89 Rationale (that is is not available in EBCDIC) is quite simply wrong - evidence available upon request. It could clearly be added upwards compatibly but, equally clearly, its specification has to be that it does something implementation-defined (which is precisely what ASCII and ISO 646 say.)
