I suggest replacing the following sentence in paragraph 3: In both the source and execution basic character sets, the value of each character after 0 in the above list of decimal digits shall be one greater than the value of the previous. by: In both the source and execution basic character sets, the value of each character in the above list shall be strictly positive, the value of zero shall not correspond to any printing character, and the value of each character after 0 in the above list of decimal digits shall be one greater than the value of the previous.
