Title: Fix wording relating to "number of arguments"

Detailed description:

6.3.2.2p2 states "the number of arguments shall agree with the number of
parameters". This does not clearly take account of varargs functions.

Change the wording to:

    the number of arguments shall equal or, if the prototype ends
    with an ellipsis (, ...), shall be no less than, the number of
    parameters (excluding any ellipsis).
