Add to the end of 5.1.1.2 translation phase 2: If a character sequence that matches the syntax of a universal- character-name is produced by such splicing, the behavior is undefined. It is also unclear whether: ??/u1234 is a universal character name or not. I think the current wording allows it, but a footnote would be a good idea.
