Title: Adjustment to permitted incompatible argument types

Detailed description:

The excepted cases in 6.3.2.2p5 were meant to be slightly less restrictive
than the wording given. The second bullet point should read:
    - both types are pointers to qualified or unqualified versions of /void/
      or of character types.

In addition, paragraph 6 should be part of paragraph 5; it is easy to
misparse the present arrangement. It could also be made easier by changing
the first words of the paragraph to:
    Furthermore, if the function ...
